A comprehensive framework for development, innovation, and sustainable progress

The company’s primary objective is to support local government and promote development through a wide range of initiatives and partnerships.

The οbjectives of the Company are:

i. Scientific, advisory, and technical support for the Municipality of Kavala and other first- and second-level local government bodies and their associations, with the aim of improving and modernizing the basic infrastructure of first- and second-level local government bodies, municipal associations, and the legal entities of local government bodies, in order to enable sustainable development and promote the well-being and quality of life of citizens.

ii. The implementation of development policies through the use of financial instruments and the management of development, investment, and special programs funded by national or EU resources, as well as the implementation of social cohesion policies and policies to mitigate the effects of the economic crisis at the municipal, inter-municipal, or broader geographic areas.
iii. The maturation of infrastructure projects, defined as the project preparation phase that covers the entire spectrum of design, the drafting of studies, the obtaining of necessary permits, the securing of funding, etc., which begins with general planning and concludes with the issuance of the tender notice and supervision.
iv. The formulation and implementation of environmental policies aimed at the proper use of natural resources, the protection of the environment, and addressing the impacts of climate change, as well as taking action to reverse the consequences on the human, natural, and economic environments caused by past natural disasters and the prevention of any future ones.
v. The development and implementation of civil protection and road safety programs, initiatives, and infrastructure, both in terms of prevention and the resolution of existing problems.
vi. Promoting business, economic, and broader sustainable development, as well as activities aimed at protecting the environment and improving quality of life.
vii. The company’s participation in relevant programs or the implementation of related policies at the interregional level or across a broader geographic area.
viii. The use of renewable and alternative energy sources.
ix. The utilization of local natural resources, areas, and facilities of significant tourism or development value: Study, documentation, research, and evaluation of existing structures and issues related to economic and tourism activity; design and implementation of effective methods and actions to upgrade the tourism product and enrich the tourism experience; highlighting the historical wealth, cultural heritage, and cultural identity of the selected intervention areas; stimulating economic activity and employment; attracting investment and improving infrastructure; and developing new forms of alternative tourism.
x. The provision of technical and consulting services for the management and development of the shareholders’ real estate assets.
xi. The support and development of the rural economy, specifically the promotion of investment and support for entrepreneurship, particularly the development of rural tourism initiatives and small and medium-sized enterprises, and consequently the support and promotion of locally produced products and the strengthening of efforts to transform them into branded quality products, as well as linking locally produced products with tourism services.
xii. The investigation, study, and coordination of procedures and mechanisms for the production, transfer, and provision of specialized expertise, services, and support to local government agencies, public sector entities, and private sector companies on development issues related to infrastructure project financing, urban regeneration, and social initiatives, as well as for the utilization and implementation of national, European, and internationally funded programs for inter-municipal or regional purposes.
xiii. Technical, scientific, and consulting support for the development of municipal or public property and the utilization of public spaces, and specifically the development of investment proposals from a technical and financial perspective, the development of tendering procedures, the competitive process, and the attraction of investors, including PPPs and concessions.
xiv. The design and implementation of actions and programs for the proper management of natural resources and sustainable waste management, with the aim of maximizing recycling, within the framework of integrating the circular economy, as well as the provision of technical assistance for the effective administration of management units through program agreements with the relevant authorities.
xv. The development of initiatives and the creation of infrastructure to support entrepreneurship within the value chain, as well as market research on behalf of local businesses and organizations.
xvi. The development of scientific activities and collaborations with educational and research institutions, the use of innovative applications and new Information and Communication Technologies, as well as the development of research and development initiatives.
xvii. Participation in program contracts, as well as designation from the outset as an Intermediate Managing Authority for the implementation of operational programs and the assumption of any related role, in accordance with the terms and restrictions of applicable law.
xviii. The establishment and management of Portfolio Funds for the utilization of Financial Engineering Instruments of the European Commission and European institutions or other similar or related instruments, provided that they do not conflict with any applicable legal provisions.
xix. The implementation of the activities set forth in Articles 182 and 183 of Law 4555/2018, “Kleisthenes I” Program (Government Gazette A’ 133/July 19, 2018).
xx. Communication, dissemination, and promotion of information, initiatives, and actions of public interest to inform the public, as well as the use of Information and Communication Technologies in this regard.
xxi. The organization of cultural and sporting events, as well as the organization or co-organization of conferences, seminars, and other events. Any other purpose related to, consistent with, or necessary to supplement or support the foregoing, even if not expressly named or specified herein, provided that it does not conflict with any applicable legal provision. To fulfill the above purposes, the company, in addition to utilizing the material, technical, and personnel infrastructure, as well as the experience and knowledge of the contracting members, may collaborate with other entities. The territorial jurisdiction of the company is defined as the territorial jurisdiction of the Municipality of Kavala and the territorial jurisdiction of Eastern Macedonia and Thrace. The company may enter into programmatic agreements with all first-level local government bodies, second-level local government bodies, and central government agencies. In special cases, the General Assembly may expand the company’s territorial jurisdiction, provided that the expansion is in the company’s best interest.
xxii. Its role as a Destination Management and Promotion Organization, exercising all relevant powers provided for in Articles 4 through 10 of Law 4875/2021.
